Question 1

“Many U.S. observers have become increasingly concerned about China’s growing economic and political reach in the world, often referred to as ‘China’s rise,’ and what it means for global U.S. economic and political interests. Some in this debate believe China’s growing global power and influence is a malign threat that needs to be thwarted; others believe that it is an inevitable phenomenon that needs to be guided and managed. Complicating this debate are the effects of globalization, which have bound together U.S. and PRC interests more closely than in the 1990s.” (Dumbaugh, CRS Report, November 20, 2009: 2) Evaluate the ways in which China’s rise has both challenged and benefited US security, political and economic interests, domestically and globally. Do you see China as a partner, rival and/or malignant threat to US interests? Support your point of view with supporting evidence, particularly with reference to recent events, such as US concerns over China’s dispute with Japan over Senkaku/Diaoyu Islands and claims in the South China Sea; the nuclear threat posed by North Korea; China’s trade surplus, economic protectionist policies, sponsorship of the Asian Infrastructure Investment Bank and implementation of the Belt and Road Initiative; and U.S. withdrawal from the Trans-Pacific Partnership Agreement.

One of the most controversial issues in China-United States relations is human rights. Identify specific human rights “violations” for which the US faults China. What are the key differences between American and Chinese viewpoints and interpretations of human rights? Do you believe the American argument that human rights are “universal” is more valid than the Chinese assertion that human rights are not universal but instead are essentially shaped by different cultural and national contexts? Do you agree or disagree with China’s claim that U.S. human rights demands on China are an unacceptable infringement of the sovereignty and territorial integrity of China? Illustrate your point of view with supporting evidence, especially the readings by Thomas Franck and Joseph Chan.
